Key Responsibilities of the Head of Complex Care:
- Design, develop, implement, and lead a Complex Care strategy that spans all the Trust’s current geographic footprint and into new areas.
- Leverage relationships within existing networks and develop external links that directly support growth and development of existing service models.
- Act as the responsible person for Restraint Reduction Network, and therefore the lead for positive behavioural and trauma informed support methodologies; develop and implement the Reducing Restrictive Practices Strategy across all areas of the Trust.
- Provide strong leadership within the Complex Care directorate ensuring performance frameworks that are built around a set of principles that reflect quality of life and positive cultural indicators.
- Ensure strategic oversight of contractual and regulatory obligations of both existing and new contracts.
- In partnership, lead the development of a local performance framework, ensuring it is built around a set of principles that reflect strengths-based practice.
- Be strategically aware of funding positions for individuals with complex health and behavioural needs across existing and neighbouring authorities, ICP/IBCs, CHC and develop core operating/strategic relationships.
- Develop, monitor, and be accountable for budgetary management for the Complex Care directorate, ensuring all budgets demonstrate value and consider the relationship between demand, service, hourly rate, purchasing requirements and development needs.
- Provide strategic leadership and oversight for all business development and growth opportunities and mobilisation of new business ensuring the views of individuals supported remain central to this process.
- Cover duties and responsibilities of other service Heads in their absence.
- Work as part of the Senior Leadership Team that strategically oversees the direction of the Trust.
Key requirements the Head of Complex Care must have:
- Be able to demonstrate commitment to person centred approaches within the social and/or health sector.
- Comprehensive knowledge of legislative frameworks, ability to keep up to date with key practice developments and operating models in adult social care, particularly in relation to trauma informed support, positive behaviour support, strengths-based practice, and active support.
- High level of creativity and ability to think beyond the current arrangements within the sector and be able to articulate a community-based model through the Complex Care strategy.
- A relevant professional qualification that is applicable to the role of Head of Complex Care and/or demonstratable relevant experience.
- Ability to design, develop and deliver strategies to meet organisational objectives in complex multi-functional organisation.
- Interpret complex information to develop plans, set priorities and problem solve independently and on behalf of the Trust.
- Experience of managing budgets that focuses on sustainability and high-quality outcomes for both the Trust and individual we support.
- Ability to motivate leaders within the Complex Care directorate to influence and negotiate the delivery of our strategic objectives.
- Capability to progress towards longer term plans whilst managing short term operational challenges.
- Understanding of the responsibilities associated with strategic management within the Health and Social Care sector, particularly affecting those individuals who are at risk of institutionalization through hospital admission for health conditions or under the Mental Health Act or Mental Capacity Act.
